An active shooter is an individual who is engaged in killing, or attempting to kill, people in a confined and populated area. Active shooter incidents are often unpredictable and evolve quickly. Amid the chaos, anyone can play an integral role in mitigating the impacts of an active shooter incident.
In many cases, there is no pattern or method to the selection of victims by an active shooter, and these situations are by their very nature unpredictable and evolve quickly. Because active shooter situations are often over within 10 to 15 minutes - before law enforcement arrives on the scene - individuals must be prepared both mentally and physically to deal with an active shooter situation.
CISA aims to enhance incident preparedness through a \"whole community\" approach by providing a variety of no-cost products, tools, training, and resources to a broad range of stakeholders to help them prepare for and respond to an active shooter incident.
CISA offers a comprehensive set of courses, materials, and workshops to better prepare you to deal with an active shooter situation, focusing on behaviors that represent pre-incident indicators and characteristics of active shooters, potential attack methods, how to develop emergency action plans, and the actions that may be taken during an incident.

Police released surveillance video late Monday night, hours after a former student who shot through the doors of a Christian elementary school in Nashville and killed three children and three adults. The shooter was fatally shot by police at The Covenant School in the city's Green Hills neighborhood, authorities said.
Police released approximately two minutes of edited video showing the shooter's car driving up to the school from multiple angles, including one in which children can be seen playing on swings in the background. Next an interior view shows glass doors to the school being shot out and the shooter ducking through one of the shattered doors.
Police identified the shooter as Audrey Hale, a 28-year-old from Nashville, who officials said was armed with at least two assault weapons and a handgun. CBS News is attempting to confirm Hale's gender identity.
A friend of Nashville school shooter Audrey Hale told ABC News that she contacted local authorities on Monday morning after Hale messaged her online about \\\"planning to die today.\\\" But it was only minutes before the shooting started, and the authorities didn't come to speak to the friend until after the attack had taken place.
The shooter was identified as Audrey Elizabeth Hale, a Nashville resident, who identified as a transgender woman. Investigators were investigating a home connected to her. Nashville police Chief John Drake said Hale possibly prepared for the shooting, including having written a manifesto.
Police say the shooter entered the building through a side door and fired shots before moving to the second floor, where Hale was confronted by responding officers. They don't believe she was wearing any body armor, authorities said.
The Metro Nashville PD confirmed the shooter's death in a statement, adding that the school was already working on reunifying parents and children a safe distance away from the Burton Hills Blvd the school is on.
\"An active shooter event has taken place at Covenant School, Covenant Presbyterian Church, on Burton Hills Dr. The shooter was engaged by MNPD and is dead. Student reunification with parents is at Woodmont Baptist Church, 2100 Woodmont Blvd.,\" the department wrote in a statement.

But the 911 calls were frightening. Schenectady officials said, in a message to parents, that such calls involved a person saying they were at a school and there is a shooter, while playing gunshot sounds in the background.
Some parents reacted to the news of active shooter lockdowns by rushing to their children's schools, to the point that Rensselaer City School District officials sent a message to parents urging them not to come pick up their children early in response to the hoax.
The Associated Press reported a spate of threats and false reports of shooters have been pouring in to schools and colleges across the country for months, raising concerns among law enforcement and elected leaders.

Schools in Pennsylvania and Utah were the latest targeted by so-called swatting on Wednesday. One day earlier, nearly 30 Massachusetts schools received fake threats. The Wednesday calls were described by law enforcement as computer-generated calls that made claims about active shooters, but it was all a hoax. Utah law enforcement said they traced the calls in their state to one IP address, located outside the country. It is not clear whether that IP address was also used for calls in New York.
